Suisse : le Ceva avance malgré les difficultés
Quelques mois après son lancement officiel, le chantier du Ceva progresse à Genève. Les 14 km de son futur tracé ont été divisés en plusieurs lots qui sont traités simultanément. Une première phase concerne la déviation des réseaux souterrains (eau, gaz, électricité, chaleur et télécoms). Elle s’effectue déjà sur les secteurs de Carouge, de Champel et des communes des Trois-Chênes. Une seconde partie concernera la construction des haltes ferroviaires. Ces petites gares dessinées par Jean Nouvel seront construites en sous-sol. Les travaux d’excavation vont entraîner la coupure d’importants axes routiers et autoroutiers qui relient Genève à la France voisine.
Des réticences au projet subsistent. Un recours bloque l’accès à la falaise de Champel, indispensable pour terminer la sortie du pont du val d’Arve. Plusieurs autres empêchent de creuser le tunnel sous la colline de Champel, pour une question d’épaisseur de la dalle flottante et des protections antivibrations. Un autre recours essaie de freiner l’abattage des arbres, qui seront replantés plus tard. Toutes les espèces rares de la flore genevoise sont conservées au jardin botanique pour être replantées à la fin du chantier. Par ailleurs, de nouvelles normes européennes étant entrées en vigueur pour le gabarit des issues d’urgence, ce qui modifie le projet tel qu’accepté par les autorités fédérales. La mise à l’enquête publique sera peut-être ordonnée pour ces installations, ce qui retarderait le chantier de quelques mois. Mais, selon Antoine Da Trindade, chef du projet Ceva, un des plus gros obstacles reste l’accès aux abords du chantier. Celui-ci est bordé par de multiples parcelles qui doivent une servitude de passage aux entreprises de construction de l’ouvrage. De nombreuses copropriétés riveraines tardent à donner leur accord. D’autres, locataires de terrains à vocation artisanale ou commerciale proches de l’ancienne gare des Eaux-Vives, rechignent à quitter les lieux. Mais la commission fédérale en charge des expropriations a prononcé son accord pour obliger les récalcitrants à obtempérer au plus vite.
