La RDT 13 obtient le statut d’opérateur de proximité
Après la licence ferroviaire, obtenue en février 2011, la Régie départementale des transports des Bouches-du-Rhône (RDT13) vient de décrocher le certificat de sécurité lui permettant de devenir Opérateur ferroviaire de proximité (OFP). Autrement dit, une entreprise ferroviaire habilitée à transporter du fret en wagons ou en trains complets sur le réseau ferré national (RFN) des Bouches-du-Rhône. Le principal objectif de la régie départementale est le marché des entreprises embranchées du Grand port maritime de Marseille. La RDT13 est surtout connue pour son activité des transports de voyageurs par autocar. Mais le fret ferroviaire, l’entretien de voies ferrées et de matériel roulant sont aussi des activités « historiques ». Depuis 1913, le pôle de fret ferroviaire de la RDT13 gère en effet trois lignes privées qui desservent notamment un dépôt de munitions de la Marine nationale et la raffinerie Total de La Mède, dans les Bouches-du-Rhône (près de 500 000 tonnes transportées par an). Elle assure également depuis décembre 2007, les manœuvres ferroviaires sur la plateforme multimodale Clesud de Grans-Miramas (13). Avec son nouveau statut, la régie est notamment en mesure de desservir la zone de Miramas et les bassins est et ouest du port de Marseille.
La RDT13 qui estime qu’il y a un potentiel de développement des petites dessertes et du report modal de la route vers le fer a engagé il y a deux ans une démarche pour l’obtention du statut d’OPF. Car l’objectif, explique-t-on à la RDT 13, n’est pas de concurrencer la SNCF ni les grands groupes de transports ferroviaires mais de se positionner sur des « niches » délaissées par ceux-ci sur des circulations inférieures à 100 ou 200 km et devenir un acteur majeur du report modal des Bouches-du-Rhône. « Notre polyvalence, notre savoir-faire et nos coûts de revient font que nous pouvons aller sur des zones qui ne sont pas rentables pour les grands groupes », assure-t-on à la direction de la régie.
Etablissement public à caractère industriel et commercial (Epic), le pôle fret ferroviaire de la RDT13 compte 56 employés (4 embauches sont prévues en 2012) et dispose d’un parc d’une quinzaine de locomotives dont plus de la moitié est agréée pour le RFN. Il compte deux dépôts, l’un à Marignane et l’autre à Arles où se trouve la direction du pôle.
