Hollande et les transports : Il y a dans ce pays une « fracture »

Cette fois-ci, François Hollande n’a pas oublié les transports. Dans ses « 60 engagements pour la France », dévoilés le 26 janvier, on constate que le secteur fait l’objet d’une proposition, la 28, libellée ainsi : « Je relancerai la politique des transports pour lutter contre la fracture territoriale qui exclut une partie des habitants de l’accès aux emplois et aux services publics. Ma priorité sera d’apporter, tant en Ile-de-France que dans les autres régions, une réponse à la qualité de service des trains du quotidien ainsi qu’à la desserte des territoires enclavés. » Ce court énoncé, qui place les transports dans une position de vecteur du service public, n’est évidemment que la substantifique moelle des travaux des équipes de Roland Ries. Les AOT sont par ailleurs directement concernées par le paragraphe sur la nouvelle étape de la décentralisation « Je ferai voter une loi sur le renforcement de la démocratie et des libertés locales », indique Hollande. « Elle prévoira notamment l’abrogation du conseiller territorial et la clarification des compétences. Un pacte de confiance et de solidarité sera conclu entre l’Etat et les collectivités locales garantissant le niveau des dotations à leur niveau actuel. Je réformerai la fiscalité locale en donnant plus d’autonomie aux communes, aux départements et aux régions, en contrepartie d’une plus grande responsabilité. Une véritable péréquation sera mise en œuvre. »
Enfin, les industriels du secteur liront avec intérêt le paragraphe consacré à l’industrie : « Je favoriserai la production et l’emploi en France en orientant les financements, les aides publiques et les allégements fiscaux vers les entreprises qui investiront sur notre territoire, qui y localiseront leurs activités et qui seront offensives à l’exportation. A cet effet, je modulerai la fiscalité locale des entreprises en fonction des investissements réalisés. En parallèle, j’engagerai avec les grandes entreprises françaises un mouvement de relocalisation de leurs usines dans le cadre d’un contrat spécifique. J’instaurerai, pour les entreprises qui se délocalisent, un remboursement des aides publiques reçues. »
